These claim can occur because the Y chromosome is smaller than the X chromosome, contains fewer genes, and may once have been an X chromosome that lost a leg.  These sorts of simplistic claims show a fundamental misunderstanding of genetics.  There is no clear relationship between number of genes and complexity in multi-celullar organisms.
